ISM INTERNAL AUDITS
Development of the ISM Code
In October 1989, IMO adopted Guidelines on Management for the Safe
Operation of Ships and for Pollution Prevention as a respond to a
number of very serious accidents occurred during the late 1980’. The
objective of these Guidelines was to ensure safety, to prevent human
injury or loss of life and to avoid damage to the marine environment
and to property.
The Guidelines then recognised the importance of the existing
international instruments to prevent maritime casualties and pollution
of the sea and included sections on management and the importance of a
safety and environmental policy. After some experience in the use of
the Guidelines, in 1993, International Maritime Organization (IMO)
adopted the International Management Code for the Safe Operation of
Ships and for Pollution Prevention (the ISM Code).
In 1998, the ISM Code became mandatory for all passenger ships,
tankers, chemical carriers and gas and bulk carriers over 500 GT. The
ISM Code requires that all companies who manage ships develop,
implement, and maintain a Safety Management System (SMS) to ensure
ships are operated safely and environment friendly.
Once a company has developed and implemented their Safety Management
System, it must be audited by an independent third party company
authorized by the administration of the vessel's flag state. Once the
vessel is ISM Code certified, it should be internally audited yearly.
The ISM Code Requirement
The ISM Code requires shipping company:
- Establish a Safety and environmental Protection Policy.
- Define responsibilities and authority both ashore and afloat.
- Appoint a designated person (or persons).
- Define the Master's responsibilities under the Code.
- Provide adequate resources and personnel.
- Develop plans for shipboard operations.
- Identify and prepare for all emergency situations.
- Report all accidents, incidents and hazardous occurrences.
- Ensure ship and equipment are properly maintained.
- Follow strict document control procedures.
- Conduct Internal Audits and Management Review Meetings

auditors to Asia.
We are able to audit independent of the activities on board (ISM Code,
Part A, 12.4). We will handle all the internal auditing requirements,
travel to required vessels at any port in Asia, Australia & New
Zealand, conduct internal audits, prepare and leave an audit report
along with Non-Conformity reports with the Master and dispatch all
relevant documents to your office. |
